Can I have my own DNS Nameservers on the Reseller Account

Yes, you can!  As a solution, you can register your own nameserver host names at domain registrar side and point them to IPs of our nameservers.

Let's say you have domain "example.com" and want to use it for nameservers. You need to register hostnames (based on that domain) for nameservers at registrar side, for example ns1.example.com and ns2.example.com and point them to our IPs (do not use the ips below - ask us for your specific ip address depending on the server your account is set up on):

example:
ns1.example.com 74.86.124.122
ns2.example.com 67.228.2.88

This should be done at domain registrar side. After DNS-changes became fully propagated you'll be able to use ns1/2.example.com as nameservers for your domains.
